The question is simple, why has Storm aka Ororo Monroe T'Challa, in the past 30 odd years only been given a couple of miniseries and not her own ongoing series as the headlining star?

This is the woman who defeated Wonder Woman for crying out loud, both in the regular MU and also defeated Diana in the Amalgam universe for the mantle of Wonder Woman/Amazon: http://www.outpostcomics.biz/oc2/ProdImages/AMAL/AMA8/AMA81.jpg (Diana fans will always have a snit as it was by fan vote, but it is still cannon period.)
Storm is an omega-level mutant who can do practically anything involving the weather. She is experienced in hand-to-hand combat and is particularly experienced with both a knife and staff. She is an expert lock-picker, an established leader that others look up to, has an incredibly focused mind against psychic/mental attacks, and even has as still untapped potential with magickal abilities on par with Dr. Strange.
The two mini's to my knowledge she has been given over the years she was stuck both times with fairly lame villians unfortunately, not showing her full potential as a headliner. In current comics this could easily be established by having Storm be a Wakandan ambassador for both Wakanda & mutant relations across the globe.
Now Marvel has given some of it's ladies a small handful of titles over the years. I've enjoyed both of Jennifer Walters aka She-Hulk titles, however I find Ms. Marvel to be a 2nd-stringer and do not understand how she is maintaining a title of her own. Why does Storm not have her own ongoing? In my mind she is both the strongest in every sense of the word female Marvel hero period, and in the MU in general, why she isn't on the Avengers also is a mystery to me.
Is it because she is African-American? What other reason is there, or is my favoritism for this character overblown and the fan-will to place Storm in an ongoing misplaced?
